Newsletter-Listen: Empfaengerlisten filtern, speichern und exportieren

Admin-Bereich "Newsletter-Listen" (Plan dev/_tickets/entwicklungsplan-
newsletter-listen.md): Berater und Kunden nach Filtern zusammenstellen,
als Liste speichern und wieder laden, Export als XLSX/CSV. Jeder Export
wird protokolliert (newsletter_list_exports).
