web: Unter-Navigation Preise/Transparenz auf allen vier Seiten mit aktivem Punkt

"Tarife & Preise" als erster Punkt; x-web.static-page bekommt einen Slot
`aboveTitle`, die drei Transparenzseiten tragen dieselbe Leiste mit
markierter aktueller Seite.
