billing: Stripe-Webhook von der Basic-Auth ausnehmen

Mit BASIC_AUTH_ENABLED=true (Staging) bekam Stripe für jeden
Webhook-Call ein 401 — Zahlungen wurden nie erfüllt. Der Endpoint
ist durch die Signaturprüfung (STRIPE_WEBHOOK_SECRET) geschützt.
